| Description of Subjects/Issues |
The proposed rule amendment concerns the Spring 2021 submission of Unified Improvement Plans (UIPs). This recommendation is based on the report of the COVID-19 Policy Implications Stakeholder Group.
In previous years, districts have been required to submit improvement plans by April 15th, annually. As a result of the COVID-19 pandemic, the state board amended the Education Accountability rules during the 2019-20 academic year to provide flexibility to schools and districts that wanted to wait to submit their plans in October 2020. Because the pandemic has continued to disrupt the 2020-21 school year, the COVID-19 Policy Implications Stakeholder Group has recommended that the board extend the same flexibility to the schools and districts that did not take advantage of the flexibility last spring.
Statute requires that plans be submitted on an annual basis. The 2020-21 school year is also the first year that districts are required to submit data on programming that supports READ Act implementation. Therefore, the department is recommending a rule amendment that will allow schools and districts to meet the April 2021 plan submission deadline by submitting only the requisite READ Act data and “incorporating by reference” prior plan components. Districts and schools taking this flexibility would then submit new or updated plans in October 2021 for public posting. |
