Description of Subjects/Issues |
The Office of Behavioral Health (OBH) is responsible for establishing the training requirements for individuals pursuing a credential as an addiction counselor in Colorado. This proposed rule update is designed to align OBH's Addiction Counselor Certification Program rules with the changes to addiction counseling requirements from House Bill 20-1206. This rule proposal update does four things. First, this update clarifies OBH's role in the credentialing of addiction counselors versus the role of the Department of Regulatory Agencies (DORA). Second, this rule update establishes the course work and training requirements needed to be eligible to become an addiction counselor in Colorado. Third, this rule update defines who is eligible to provide supervision/consultation hours to individuals seeking an addiction counselor credential. Fourth, this update establishes OBH standards for an addiction counseling continuing professional competency program. |
Purpose/Objective of Rule |

Comments |
CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing,
allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
