Description of Subjects/Issues |
The changes to this section will update the language and align with title IV-E of the Social Security Act as well as integrate eligibility allowed by Families First Prevention Services Act (FFPSA). Chafee and ETV are grants funded through the Administration for Children and Families (ACF), awarded to States to provide assistance to current and former foster youth in their transition to adulthood. The changes ensure that youth are given all the documents required by title IV-E if they emancipate from foster care and expand eligibility of the Chafee program and Educational and Training Vouchers (ETV). This is necessary to align with the proposed extension of Chafee through the signed certification letter that Colorado has submitted to ACF and the state’s IV-E plan. This rule package is one of four that pertains to services for youth who have aged out or at-risk of aging out of foster care.

Comments |
CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
