Statutory Authority Sections 24-32-3301(2)(b), 24-32-3301(2)(c), 24-32-3303(1)(d), 24-32-3305(1)(b), 24-32-3305(1)(c), 24-32-3305(4), C.R.S., and Executive Order D 2020 111.
Purpose/Objective of Rule On June 20th, Governor Jared Polis issued Executive Order D 2020 111. It extended Executive Order D 2020 075 by another 30 days from June 20th, which previously extended Executive D 2020 42 by 30 days from May 22nd, which in turn previously extended Executive Order D 2020 15 by 30 days from April 23rd; authorizing the promulgation and issuance of emergency rules to extend the expiration date of the following registrations: - Sellers and - Installers. As a result, the State Housing Board adopted a temporary extension through September 30, 2020, to file a renewal application and submit the required renewal payment and continuing education for these two registration types for those with registrations expiring for 30 days starting on March 25th through July 19th. These emergency rules were also approved by the Executive Director of DOLA in compliance with the Governor’s directive in section E of his original order.

Comments The State Housing Board moved, seconded, and unanimously passed the following motion: Emergency rules 5.8, 5.8.1, 6.15.1, and 6.15.1.1 are imperatively necessary to comply with a state law or for the preservation of public health, safety, or welfare, and compliance with the requirements of the State Administrative Procedure Act to conduct a rulemaking hearing would be contrary to the public interest for the following reason: - to ensure compliance with the executive order.
