Description of Subjects/Issues The Foster Youth Sibling Bill of Rights (HB 19-1288) revises the requirements of Colorado caseworkers and will require modification to administrative rules regarding children/youth involved with Juvenile Court matters and their contact with siblings. To have clear and consistent guidance through sections 12 CCR 2509-1 through 12 CCR-2509-4 for Colorado counties who take children/youth into custody in how they maintain sibling relationships with children/youth in the child welfare system.
Purpose/Objective of Rule The Foster Youth Sibling Bill of Rights (HB 19-1288) revises the requirements of Colorado caseworkers and will require modification to administrative rules regarding children/youth involved with Juvenile Court matters as it relates to contact with siblings. The purpose of revisions is to provide clear and consistent guidance in sections 12 CCR 2509-1 through 12 CCR-2509-4 for Colorado counties who take children/youth into custody in how they facilitate and maintain sibling relationships with children/youth in the child welfare system.

Comments CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule.
