Description of Subjects/Issues |
This hearing will be held for the purpose of repealing the rules that were adopted by the Chief of the CSP for purposes of managing the Pilot CMV VIN Inspection Program. The statute for this pilot program repeals on January 1, 2020 without automatically repealing the rules adopted requiring action to repeal them prior to the expiration of the program. |
Purpose/Objective of Rule |
These rules are being repealed in response to 42-1-232(9), CRS, which repeals the entirety of 42-1-232, CRS, effective January 1, 2020, which provides the authority for the pilot CMV VIN Inspection Program and the authority for the Chief of the CSP to promulgate rules supporting the program. As a rulemaking agency, the CSP has a statutory obligation under the state APA to monitor and manage the rules it promulgates, and such management includes the proactive repeal of rules that will no longer have authority or will be applicable. Repealing of this rule will satisfy these objectives. |
