Pursuant to sections 24-32-707(1)(g), 24-32-3301(2), 24-32-3301(3), 24-32-3303(1)(d), 24-32-3304(1)(d), 24-32-3304(1)(e), 24-32-3305, 24-32-3306(1), 24-32-3309(1)(a), 24-32-3317(2), 24-32-3317(5)(a), 24-32-3317(8), and 24-32-3317(10), C.R.S. |
Description of Subjects/Issues |
The Technical Advisory Committee (TAC) is recommending amendments to rules to:
1. Be consistent with House Bill 19-1238 by making it clear that the state certification program for factory-built structures does not apply to those that are manufactured or sold for transportation to and installation in another state, and any substantial alternation or repair made to the construction of the structure (both residential and nonresidential) already certified by the Division of Housing onsite is under the jurisdiction of the local building department;
2. Establish which building codes are safety codes;
3. Adopt three important appendices from the International Residential Code; and
4. Clean up/clarify rules that were adopted on May 8, 2018, that have been brought to the attention of the TAC as being unclear or missing information or have incorrect code references. |
Purpose/Objective of Rule |

The Technical Advisory Committee held public meetings on August 9, 2019, and August 23, 2019, to discuss the Administrative Rules and whether any recommended amendments to them should be proposed. Interested stakeholders were again invited to provided feedback in the form of written or verbal testimony in response to the proposed recommended rule changes filed for a rulemaking hearing to occur on October 8th. No written testimony was received.
At the day of the rulemaking hearing there was verbal testimony provided by one stakeholder in support of the proposed changes. |
