Description of Subjects/Issues "See attachment for detailed description. CDHS holds two public hearings, an initial and final, for each proposed rule packet. The initial hearing allows the public an opportunity to submit written data, views, or arguments and to testify for or against the proposed rules. The Board does not vote on the proposed rule at the initial hearing, but asks CDHS to consider all public comment and discussion and, if needed, submit revisions to the proposed rule. The final hearing, usually the month following the initial hearing, allows the same opportunity for public comment, after which the Board votes on final adoption of the proposed rule. Purpose/Objective of Rule The purpose of the Treatment Foster Care Program rule is to formalize a structure for the program to provide consistency in services and address expectations for service delivery. Treatment foster care will add to Colorado’s out-of-home care continuum of care and can be an alternative to out-of-home care in institutional or congregate care settings like a Residential Child Care Facility (RCCF). Treatment foster care can also serve as a step-down for children and youth already in an RCCF who continue to need intensive and structured interventions and would benefit from a family-like setting.
