Filing #2016-00431 inadvertently noted a revision date as being effective 1/1/16 instead of 1/1/17. The rule was filed correctly and the effective date is truly 2017, just the text within for tracking was not updated to the new year.
In addition a few items were missed from redline version and not changed from ALL CAPS to regular caps.
