Please correct this rule paragraph 723-2-2821(b) in the official record that will be posted on the Secretary of State website December 1, 2016, by replacing the word “speed” in the first sentence of the paragraph with “speech”.
The typographical error denoting “speed disability” in place of “speech disability” (the intended term within the definition of TRS), does damage to the “functional equivalency” standard that is a critical value to the success of TRS communication of someone with a "speech disability". And it is not that “speed” disability is meant for the comparison of equivalency. |
