| Description of Subjects/Issues |
The proposed rules in legislative format are the same Attachment A to the Notice of Proposed
Rulemaking filed in TN 2016-00288). This rulemaking would amend the Rules Regulating Telecommunications Services and Providers of Telecommunications Services, 4 CCR 723-2, implementing House Bills 14-1329, 14-1330, and 14-1331, and also would permanently amend the Title of the Rule. This rulemaking was begun with Tracking Number 2016-00288. This filing is to provide public notice in response to a motion by interested parties to extend the hearing dates and procedural schedule for filing comments. The proposed rules amend the current rules consistent with applicable federal rules and the current telecommunications nomenclature and remove outdated rules and subsections of rules. The proposed rules in legislative format (Attachment A) and clean format (Attachment B) are attached to the Notice of Proposed Rulemaking as supporting information. [Also attached is a table that summarizes the proposed rule changes (Attachment C). The summary is not a complete list or description of all of the proposed rules or of the reasons for each proposed rule. It is intended to provide a general discussion of the changes made to all sections of the rules and to provide a starting point for comments. The purposed rules would amend the Rules Regulating Telecommunications Providers, Services, and Products contained in 4 CCR 723-2 implementing House Bills 14-1329, 14-1330, 14-1331, including amending the Title of the Rules. On June 13, 2017 the Commission granted exceptions to the Recommended Decision adopting rules; the modified adopted rules were subject to a 20-day appeal period but no appeal (applications for rehearing, reargument or reconsideration) were filed, so the rules became final July 3, 2017. |
