#15-10-23-1: Aligning Food Assistance Certification Periods and Change Reporting Requirements |
Purpose/Objective of Rule |
The purpose of the proposed rule change is to further align certification periods and change reporting requirements among Food Assistance households. Further alignment simplifies administration of the Program, decreases county and state workload, and simplifies system design and policy interpretation and application, all of which reduce the risk of untimely and inaccurate eligibility decisions.
The Colorado Food Assistance Program currently has three different certification period lengths and two different types of change reporting requirements that are assigned to households based on the circumstances of the household. Households can either have a three-month, six-month, or twenty-four-month certification period (10 CCR 2506-1, Sections 4.208 – 4.208.1), and some households only have limited reporting requirements, known as Simplified Reporting, while other households have to report all changes in household circumstances (Section 4.603).
Colorado is proposing to eliminate the three month certification period and to include all households under Simplified Reporting.
The proposed rule change will assign ABAWD households a six-month certification period, and their change reporting requirements would be the same as every other Food Assistance household. This would result in the Colorado Food Assistance Program having two certification period lengths, rather than three, and one type of change reporting requirement rather than two. When including ABAWD households under Simplified Reporting, the ABAWD is still required to report when his/her work hours reduce below twenty (20) hours per week, averaged monthly. Additional language is being added to clarify this reporting requirement.
The United States Department of Agriculture, Food and Nutrition Service (USDA, FNS) has been notified of the proposed changes and supports Colorado’s pursuit of continued alignment of policies among all Food Assistance households. |
