| Purpose/Objective of Rule |
For the State Licensing Authority to effectively regulate the medical marijuana industry, revisions to M 103, M 402, M 403, M 1001, and M 1003, 1 CCR 212-1 must be implemented on an emergency basis. Immediately limiting the amount of sales a medical marijuana center may make to one patient during a single transaction is necessary to further protect the public health, safety, and welfare. Limiting such sales will help reduce diversion and over-growing of medical marijuana by the medical marijuana industry. In addition, requiring medical marijuana centers to actively monitor whether a patient can register a center as his or her primary center will reduce the growth of excess and unauthorized medical marijuana. Similarly, immediate implementation of updated packaging requirements for medical marijuana is necessary to protect the public and to comply with the mandates of the general assembly as further protecting Colorado’s youth is of utmost importance.
The State Licensing Authority is adopting these rules on an emergency basis to further protect the public and more effectively regulate the medical marijuana industry.
