Due to statutory changes, and pursuant to sections 24-4-103, 12-36-104(1)(a) and 12-36-107.2, C.R.S., the Board finds these rule changes imperatively necessary because of statutory changes, a gap in the time between anticipated effective date of the permanent rule, and the Secretary of State’s indication of procedural approval. |
