Purpose/Objective of Rule The purpose of this emergency regulation is to promulgate rules applicable to the filing of property and casualty and credit forms and contracts that include, but are not limited to, the Family Medical Leave Act (FMLA), unemployment, credit property, excess loss insurance new policy forms, new policy form listings, annual reports of policy forms, and certifications of policy forms. The Division of Insurance finds, pursuant to § 24-4-103(6)(a), C.R.S., that immediate adoption of this regulation is imperatively necessary to ensure carrier compliance with the recent changes to Colorado law, and to separate-out property and casualty requirements from the life and health requirements changed by the recently enacted HB 13-1266. Therefore, compliance with the requirements of § 24-4-103(3-4), C.R.S., would be contrary to the public interest.
