To allow the existing emergency rules adopted October 30, 2006, to remain in effect pending permanent rulemaking. No substantive changes were made from the previous version. [This rulemaking failed to update the rules which the new Commission address. Pending permanent rules make this update.] |

Commission Decision makes rules effective May 28, 2007. No substantive changes were made from the previous emergency rules. Permanent rules will be published concurrently with these emergency rules and supersede these emergency rules when effective August 1, 2007. |
