Rulemaking is limited to repeal and reenactment of Chapter 5 titled "Pilot Escort Vehicle Requirements", to conforming changes in Chapter 1 titled "Authority and General Purpose" and Chapter 2 titled "Definitions", and to non-substantive corrections of typographical errors, formatting, for clarifications, renumbering or housekeeping issues. Changes outside the scope of Commission's authorization to open the rule will not be allowed. |
