Subjects and Issues Involved	To consider revisions Regulation Number 12, Part A “Diesel Fleet Self-Certification Program”. These proposed revisions are in response to House Bill 13-1091 which authorizes the Air Quality Control Commission to promulgate rules to allow, and to determine eligibility for, an alternative method for demonstrating compliance with opacity standards in which diesel fleet self certification owner participants follow and submit proof of exemplary maintenance practices, in lieu of opacity testing.
Statutory Authority	Sections 42-4-401 through 42-4(414), C.R.S., and specifically 42-4(414), C.R.S.; 42-4-414(2)(a)(IV)(b.5); and Sections 24-4-103 and 25-7-110, 110.5 and 110.8 C.R.S., as applicable and amended.
